CONSULTANCY SERVICES FOR THE PREPARATION OF ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) AND RESETTLEMENT ACTION PLAN (RAP) FOR THE WARWADE IRRIGATION SCHEME, DUTSE JIGAWA STATE

The Federal Government of Nigeria has received financing from the World Bank to implement the Sustainable Power and Irrigation for Nigeria (SPIN) Project through the Federal Ministry of Water Resources and Sanitation. The Jigawa State Ministry of Water Resources intends to apply part of the proceeds for the engagement of qualified consulting firm to prepare an Environmental and Social Impact Assessments (ESIAs) and a Resettlement Action Plan for the Warwade irrigation schemes and associated dam infrastructure.

1. Objectives of the Assignment

The overall objective is to prepare site specific including an Environmental and Social Management Plans (ESMPs) and a Resettlement Action Plan for the proposed rehabilitation of the Warwade irrigation Schemes and dam infrastructure under SPIN. The instruments shall comply with:

• Nigerian EIA Act

• World Bank Environmental and Social Framework (ESF)

• Applicable Environmental and Social Standards (ESS1–ESS10)

2. Description of Lots

Assignment : Preparation of an ESIA and a RAP for Warwade Irrigation Scheme, Jigawa State

The Environmental and Social Impact Assessment (ESIA) aims to identify and assess the environmental and social risks and impacts of rehabilitating the Warwade Irrigation Scheme and improving the dam. It includes evaluating cumulative downstream impacts and recommending measures to avoid, minimize, mitigate, and manage adverse effects in line with Nigerian regulations and the World Bank's Environmental and Social Standards (ESS).

The Resettlement Action Plan (RAP) aims to assess potential physical and economic displacement caused by the project and develop a comprehensive plan to address these impacts. It will identify affected assets, land, crops, livelihoods, and community resources, establish eligibility criteria, and provide compensation at full replacement cost together with livelihood restoration support for all Project Affected Persons (PAPs).

3. The Jigawa Ministry of Water Resources now invites your firm to indicate their interest in providing these services. You are required to provide the following information demonstrating you have the required qualifications and relevant experience to perform the services. The Shortlisting criteria are:

• The firm must have a minimum of 10 years’ work experience in civil works contracts requiring Environmental management procedures including mitigation measures

• Have a minimum of five (5) years of specific experience on carrying out E&S assessment within the Irrigation, Dam safety, water resource management field or related sector, demonstrate proven experience in the region specifically in Northern Nigeria

• Proven skill in World Bank (WB) Environmental and Social Standard implementation including addressing cross-cutting issues in development project and must have prepared at least Seven (7) ESIAs for World Bank funded projects.

• The firm must have a minimum of 8 years’ work experience in projects requiring resettlement planning and implementation.

• Proven skill in World Bank ESS5 implementation including addressing cross-cutting issues (gender, vulnerability), and must have prepared at least three (3) RAPs for World Bank funded projects.

Note: the CVs of proposed key staff will not be evaluated at the Expression of Interest (EOI) stage.

4. Interested Consulting Firm must be independent of and have no affiliation with any firm bidding for or engaged in the design or construction of irrigation schemes contracts under the SPIN Project.".

5. The attention of interested Consultants is drawn to Section III, paragraphs 3.15 and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment.

6. A Consultant will be selected in accordance with the Consultant Qualification Selection described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
