The Abia State Government has received financing from the African Development Bank (AfDB) towards the cost of the Abia State Integrated Infrastructure Development Project (ABSIIDP), and intends to apply part of the proceeds for Consultancy Services for the Preparation of a Traffic Management Plan (TMP) and a Transport Master Plan (TrMP) for Abia State.

Abia State, located in the South-East geopolitical zone of Nigeria, has an estimated resident population of over 3.2 million, with an additional daily influx of approximately 300,000 people for commerce. The state's major urban centres Aba (a key commercial and industrial hub) and Umuahia (the administrative capital) face severe traffic congestion, rising road traffic accidents, inadequate public transport systems, poor integration of non-motorized transport (NMT), and significant freight logistics challenges resulting from rapid urbanization and rising vehicle ownership.
