Assignment Title: Consulting Services for the Supervision of Ongoing Reconstruction of the Klay Hatchery and Supervision of Construction of the Commercial Fish feed Mill at Klay Hatchery.

• BACKGROUND

The Government of Liberia, through the National Fisheries & Aquaculture Authority (NaFAA), is implementing the Liberia Sustainable Management of Fisheries Project (LSMFP) with financing from the World Bank. The project aims to strengthen fisheries management, expand aquaculture production, and improve livelihoods in targeted fishing communities.

Under Component 3, NaFAA is rehabilitating the Klay Hatchery and constructing a Commercial Fish Feed Mill. To ensure effective delivery of both investments, NaFAA seeks a qualified consulting firm to supervise the ongoing hatchery reconstruction and the construction, installation, testing, and commissioning of the feed mill and solar system. The assignment duration is five (5) months.

2.0 OBJECTIVES OF THE ASSIGNMENT

The overall objective is to engage a qualified engineering consulting firm to provide effective, independent and technically rigorous supervision of the Klay Hatchery reconstruction works and the construction, installation and commissioning of the Commercial Fish Feed Mill at Klay Hatchery.

The specific objectives are to:

• Supervise and monitor the reconstruction of the Klay Hatchery and construction of the Commercial Fish Feed Mill to ensure compliance with approved designs, specifications, contract conditions, and work programs.

• Verify the quality of works, materials, equipment, and installations, ensuring that all construction and feed mill systems meet the required technical and operational standards.

• Coordinate civil, structural, mechanical, electrical, and process-related works to ensure effective integration of hatchery and feed mill facilities.

• Monitor project progress, costs, and contractual performance, and provide timely advice on corrective actions to address delays, variations, or implementation challenges.

• Ensure compliance with environmental, social, occupational health and safety requirements, and applicable national and project-specific safeguards.

• Oversee testing, commissioning, performance verification, and defect rectification to ensure the feed mill, hatchery facilities and solar system are fully operational and meet intended performance targets.

• Support contract administration, certification, reporting, and handover processes, including maintaining accurate records and preparing completion and final account documentation.

3.0 SCOPE OF SERVICES

The overall scope of services will include, but will not be limited to:

• Supervising construction works for the Klay Hatchery and Fish Feed Mill.

• Ensuring compliance with approved designs, specifications, contract conditions, and work schedules.

• Monitoring quality, cost, progress, environmental and social compliance, and occupational health and safety.

• Coordinating civil, structural, mechanical, electrical, and process-related works.

• Overseeing testing, commissioning, completion, and handover activities.

• Maintaining accurate project records and support contract administration

The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the Services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills and staff, etc.)

The shortlisting criteria includes the following qualifications:

4.0 CONSULTANT QUALIFICATIONS

Interested firms should:

• Have at least 10 years of experience in construction supervision or engineering consultancy.

• Preferably possess at least 15 years of relevant experience in aquaculture, hatcheries, industrial processing facilities, feed mills, or similar infrastructure projects. To demonstrate required competence and adequacy to successfully complete the assignment, the firm must have specific in-depth and recent experience in at least two similar assignments in the last 15 years.

• Demonstrate experience with donor-funded projects and supervision of industrial equipment installation and commissioning.

• The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposal. The proposed key staff listed below will not be evaluated at this stage:

Project Manager / Senior Structural Engineer, Civil Engineer, Mechanical / Feed Mill Process Engineer, Electrical Engineer/, Quality Control Engineer, Geodetic Survey Engineer, Environmental Officer, Health & Safety Officer, Social & Gender Officer, Clerk of Works/ Site Inspectors

5.0 SUBMISSION OF EXPRESSIONS OF INTEREST

Expressions of Interest must be submitted no later than Friday, October 9, 2026, at 4:00 PM GMT to the Liberia Sustainable Management of Fisheries Project (LSMFP), National Fisheries & Aquaculture Authority, Monrovia, Liberia.

6.0 SELECTION METHOD

The Consultant will be selected in accordance with the Consultant Qualifications Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers.
